A quorum being present, the meeting was called to order at 9:00 a.m. by Chairman John Pfeiffer. Barbara Traskos made a motion, seconded by Dini Mallory, to approve the June minutes. John Pfeiffer, Barbara Traskos, and Dini Mallory voted in favor, motion passed. Jim Bechtel and John Forbis abstained as they had not attended the June meeting.

3. Public Hearing: 55 Lyme Street Old Lyme Historical Society
The Old Lyme Historical Society submitted a CofA application for the screening of propane tanks to be installed in back of the building.
The HDC requires a detailed plan for the fencing and will consider the it at the September 12 meeting.

4. Plaque Program Update: Martha Hansen
206 Mile Creek Road: Research has been started on the neighboring property to help clarify the history of #206.
209 Mile Creek Road: Research is continuing.
6 Ferry Road: Julie Quinn is working on the research.
10 Lyme Street Village Shops: Woodward Griswold built the original building in 1929, it was an IGA grocery store. Contact Lee and Michele Mergy to see if they would like a plaque for the building (Martha Hansen).
10 Ferry Road: Martha Hansen met with David and Susan Rahr at Town Hall and helped them get started on the research.
110 Lyme Street: John Noyes is working on the research.
32 Lyme Street: Cindy Taylor is interested in a plaque. The HDC has some information about when the house was built.
The Old Lyme Beach Club plaque has been delivered.

5. Secretary’s Report:
Martha Hansen reported that she is working on getting a grant to pay for reprinting the HD Handbook.
The Old Lyme Town Band Concert is scheduled for July 17. The HDC is one of the sponsors, along with the Florence Griswold Museum, the Old Lyme Historical Society, and the Old Lyme Chamber of Commerce. Sponsors contribute $100 each to cover the costs of the concert. John Forbis made a motion, seconded by Dini Mallory, to approve $100 to sponsor the Town Band Concert. All present voted in favor, motion passed.

6. Historic Buildings “Windshield Survey” Update: Dini Mallory reported that she contacted Daniel Mackay, Director of the Connecticut Trust for Historic Preservation for advice on conducting the survey. Mr. Mackay recommended that the survey be conducted by a professional because of the scope and importance of the project.  
Dini has a list of people who can be contacted to do a preliminary survey. The State Historic Preservation Office (SHPO) has grants of up to $20,000 available to do the work to nominate properties for the National Register.
John Pfeiffer remarked that SHPO has been looking at beach communities and nominating them as Historic Districts or preservation areas. Greg Farmer, a circuit rider with the CT Trust, may be able to help us identify the scope of the project so that we have an idea of how much it will cost to nominate the properties. To be considered eligible, a property must meet the~National Register Criteria for Evaluation as to age, integrity, and significance. Before we employ the services of a professional to undertake a historic buildings assessment we would like to know many properties in town are eligible. A windshield survey is the first step. Jim Bechtel, John Pfeiffer, and Greg Farmer will begin the survey this summer.
Action: Contact Greg Farmer (Martha Hansen).

7. Any Other New or Old Business:
a) September meeting FRA- NEC discussion. Daniel MacKay and Greg Stroud have confirmed attendance. Bonnie Reemsnyder will also be invited to attend. The most recent plan is to build a tunnel under the Connecticut River between Old Saybrook and Old Lyme. The HDC is very concerned about how the plan will impact the sensitive environment of the Connecticut and Lieutenant rivers, as well as the town of Old Lyme and its Historic District.
John Forbis noted that the area is being studied by the National Estuarine Research Reserve System (NERRS), a network designed to study and protect estuarine systems that connect to Long Island Sound. The commissioners of Connecticut’s DOT and DEEP are meeting to make sure that the FRA considers the estuary system as a whole, and that accurate science is used when a decision is made.

John Forbis made a motion, seconded by Jim Bechtel, to adjourn the meeting at 9:58 am. All present voted in favor, motion passed.
